In a community such as East Biloxi, residents are fatigued with the daily struggles of the recovery process. Hope CDA aims to assist and serve the residents of the community through outreach and organizing strategies. Hope CDA has developed a model for a Block Captain program that facilitates and promotes the revitalization of East Biloxi in the wake of hurricane Katrina.
The area is divided into sections or “blocks” that allow residents living within the designated areas an opportunity to take part in the reshaping of their neighborhood. The captains are simply those residents who wish to take on a leadership role and are willing to work in the community.
Hope CDA also supports efforts to maintain the integrity of East Biloxi by participating in and disseminating information to residents on pressing issues such as: FEMA trailers, Flood Elevation levels, Environmental issues, and any other concerns that affect the quality of life in the community. This keeps with the goal of the community outreach and organizing program by providing resources and empowering residents in the East Biloxi community to address the concerns dearest to them.
